Senator Kolker Champions Tax Relief for PERA Retirees with HB25-1052

During the 2025 legislative session, Senator Chris Kolker sponsored House Bill 25-1052, a forward-thinking proposal designed to provide targeted tax relief for retired public employees. The bill aimed to establish a temporary, refundable state income tax credit for PERA retirees aged 65 and older who fall within specific income thresholds.


Though the bill was ultimately postponed in committee, HB25-1052 highlighted Senator Kolker’s commitment to ensuring that Colorado’s retired public servants—particularly those on fixed incomes—receive the financial support they need to age with dignity.


“This bill was about fairness and gratitude,” Senator Kolker said. “Our retired teachers, state workers, and public employees gave decades of service. We have a responsibility to make retirement more affordable, especially for those who need it most.”


While the bill did not advance this session, it sparked important conversations about affordability and aging in Colorado—discussions that Senator Kolker remains committed to advancing in future sessions.
